Russian National Committee for Pacific Economic Cooperation
Contact   Information The Russian National Committee for Pacific Economic Cooperation (RNCPEC) is the only organization in the country that is internationally recognized as the representative of the Russian Federation in the Asia Pacific international organizations operating outside the United Nations network

Established in 1992, RNCPEC is the assignee of the Soviet National Committee on Asia Pacific Economic Cooperation (SNCAPEC) which had been established in 1988.

The Committee was set up in order to get over the difficulties impeding Russia integration with the Asia Pacific by participating in the regional international organizations activities.

In September 1992, RNCPEC was admitted to the Pacific Economic Cooperation Council (PECC). In May 1994, RNCPEC has become the full member of the Pacific Basin Economic Council (PBEC). However, in 2003 RNCPEC left PECC because RNCPEC members showed little interest in PECC activities.

According to the Russian Federation Government Decree dated June 4, 2002, the Committee was reorganized from a non-commercial partnership to a public-state association. The peculiarities of a public-state association are:

1. The state in the person of federal ministries and executive bodies and regional administrations acts as RNCPEC founder;

2. It gives more opportunities in involving public associations and private business in the Committee's activities.

Such combination gives a chance to use state mechanisms and instruments, regional administrations and business experience in cooperation with Asia Pacific countries in order to achieve RNCPEC goals.

New form of the RNCPEC organization let to transform its main goal as follows: to contribute to developing and realizing of the Russian national strategy in the Asia Pacific through Pacific Basin Economic Council activity and representing Russian interests in solving problems connected with the Asia Pacific integration processes.

Committee reorganization raised RNCPEC status and attracted attention of more business and state leaders. RNCPEC membership increased from 40 members in 2002 to 90 in 2005.

RNCPEC is a unique Russian public organization. Its members are the representatives of the government, academia and business institutions, and besides that, the regional administrations of Siberia and Far East.

The executive and working bodies of the RNCPEC are:

- Conference;

- Presidium;

- Secretariat;

- Working groups on different activities.

The Conference is the chief executive body of the RNCPEC. The Presidium leads the current activity of the Committee during the period between the conferences. The Chairman of the RNCPEC is the Chairman of the RNCPEC Presidium.

Since 1988 the Chairmen of the SNCAPEC/RNCPEC were the following persons: E.M. Primakov, V.M. Kamentsev, V.L. Malkevich, V.P. Lukin, A.G. Granberg. Since May 1999 Viktor I. Ishaev, the Governor of the Khabarovsky Krai has been elected as a Chairman of the RNCPEC.

There were established several commissions and working groups in order to research priority issues, develop trade, economic, scientific and technical cooperation projects. Establishment of different working groups, developing suggestions for receiving a government support of these issues are additional incentives for developing priority directions of the Russian integration with Asia Pacific countries. These groups should stir up the promotion of investment projects and attract the attention of the Russian state leaders and Asia Pacific business leaders to them.

Within the Committee, the following working groups were created in accordance with the decision of the 2003 RNCPEC General Conference:

1. Working Group for Financial Cooperation with the Asia Pacific (Head - Dmitriy Titov);

2. Working Group for Strategic Planning and RNCPEC Conception Development (Head - Pavel Minakir);

There are also 3 regional centers: Siberian, Ural and Far Eastern regional centers.

In 2005, 7 additional working groups were set up:

1. Working Group for Cooperation in Power Industry (Head – Nikolay Borisenko, First Vice-President, "Rosneft" Oil Company)

2. Working Group for Cooperation in Mining Industry (Head – Vladimir Rashevsky, Director General, Siberian Coal and Energy Company )

3. Working Group for Cooperation in Transportation Industry (Head – Sergei Frank, Director General, "Sovcomflot" Company)

4. Working Group for Cross-Border Cooperation (Head – Alexander Levintal, Vice-Governor of Khabarovsky Krai, Minister of Economic Development and Foreign Relations of Khabarovsky Krai)

5. Working Group for Cooperation in Timber and Woodworking Industry (Head – Andrey Frolov, Vice-President, Union of Timber Manufacturers and Exporters of Russia)

6. Working Group for Cooperation with Asia-Pacific Countries in Fisheries (Head – Alexander Chistyakov, Former Vice-Chairman of the Russian Federation State Committee for Fisheries)

7. Working Group for Innovation Cooperation (Head – Sergey Katyrin, Vice-President of the Chamber of Commerce and Industry of the Russian Federation).

 

 

The Committee activity is financed from admission fees and membership dues and contribution of companies and organizations.

As mentioned above, RNCPEC is a member of the most respectful international organization in Asia Pacific - the Pacific Basin Economic Council (PBEC).

PBEC is the voice of business in the Asia Pacific. It was established in 1967. It is the international NGO that unites more than 1000 Asia Pacific leading companies. PBEC gives business leaders the opportunity to consider significant challenges of the economies and cooperation between Asia Pacific countries.

The PBEC activity is aimed at stimulating of liberalization of trade and investments, development of other entrepreneurship types in cooperation with Asia Pacific governments and

international organizations. With that aim in view, PBEC organizes regular informal meetings of PBEC senior officials with ministers and other officials of high rank.

The PBEC International General Meeting (IGM) is its chief executive body. Participation in the annual IGM gives an opportunity to get into business contacts directly with global business leaders of the Asia Pacific economies and also to influence on solving problems that company faces in its daily activity. Thanks to the IGM participation the Russian opportunities for promoting Siberian and Far Eastern international investment projects have increased.

The PBEC is headed by the International Board of Directors that is headed by International Chairman. International Board of Directors includes PBEC member committees Directors and PBEC International President. President is the CEO of the Council.

In 2003 PBEC Headquarters moved from Honolulu, USA, to SAR Hong Kong, China.
